The tools here are built on browser APIs rather than a server pipeline, which is a deliberate constraint rather than a shortcut. Decoding an image, redrawing it to a canvas, and re-encoding it to another format is something browsers have done natively for years, and doing it that way means a file never has to be uploaded to be processed. The one place that breaks down is metadata: reading and writing EXIF, IPTC, and XMP tags reliably means running ExifTool, which is a native program with no browser equivalent. That tool runs on a server, and the site says so on the page rather than rounding the privacy claim up to cover everything.
The writing follows the same rule. File-size figures published here come from encoding real files and measuring the results, with the source image, the encoders, and their versions named so anyone can re-run them. Where a claim comes from someone else's research — Google's WEBP corpus study, the PNG specification, the browser support tables — it is linked rather than restated as fact.
